But the Senate is only using it as a vehicle to add amendments that will change it substantially. The first amendment would phase out many of the Affordable Care Act’s provisions over two years.
Senate Majority Leader Mitch McConnell then will present an amendment containing the second bill considered by the Senate along with the Cruz amendment and another provision on Medicaid.
If both of those amendments fail, which is expected, the Senate would then debate the House version of the bill for 20
